Life#
Born in Istanbul in 1850/51 (AH 1267) into the Muslim (Müslüman) community, Mehmet Ata Bey was the child of a deputy judge (naib). Mehmet Ata began work in Istanbul in 1869/70, at about 18, paid from the start, on 50 kuruş a month. The first annual entry, for 1900/01, places Mehmet Ata in Istanbul, the birthplace, as Meclis-i Maliye Baskitabeti Muavinligi, where the entries run to 1904/05, with a rise to Ticaret Mahkemesi Mufettis Umumiligi Muduru in 1901/02 and to Maliye Nezareti Mektupculugu in 1904/05. The last posts were in Erzurum in 1907/08 and Istanbul again from 1908 to 1910.
Pay rose from 6,000 kuruş a month in 1900/01 to a peak of 20,000 in 1907/08, as Vali in Erzurum, when 99 per cent of paid officials earned less. Mehmet Ata was the best paid official of the lists in 1908/09; 16 of the 5,203 officials with a salary ever were. Over eight years the salaries add up to 1,098,000 kuruş, 25.9 times what an official on the median salary earned, a level reached by 2 of the 3,805 officials paid for five years or more. The final annual entry is for 1909/10. Mehmet Ata received a rank (rütbe) and the Mecidi and Osmani orders. The workbook records written works such as "Poul Dokof'un Bilakizkof(?)".
