Life#
Ömer Hilmi Efendi was born in Kemaliye (Eğin) in 1845/46 (AH 1262), into the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi); Ömer Hilmi also attended the telegraph school.
Ömer Hilmi began work in Istanbul in 1863/64, at about 17, with three unpaid years as a mülazım (apprentice) before a first salary of 475 kuruş. The annual lists begin in 1866/67, with Ömer Hilmi as a communications official (Muhabere Memuru) in Thessaloniki (Selanik). Next came Bitola (Manastır), Tarsus and Adana from 1867 to 1873, then Aleppo (Halep) from 1873 to 1879. Ömer Hilmi then moved to six places in 16 years. The last posts were in Adana again from 1896 to 1903. Few officials served in as many provinces; 24 of the 5,200 officials with a place of service did.
Pay rose from 475 kuruş a month in 1866/67 to a peak of 3,000 in 1895/96, as Başmüdür in Trabzon, when 98 per cent of paid officials earned less. Over 37 years the salaries add up to 835,500 kuruş, 3.6 times the median official's, a level reached by fewer than 4 per cent of the 3,805 officials paid for five years or more. The final annual entry is for 1902/03. An entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Eğinli (Kemaliyeli) Devlet adamları ..." by ÖMER FERİT İMLAK (2012) probably refers to Ömer Hilmi, since the name and the birthplace agree.
