Life#
Born in Kemaliye (Eğin) in 1845/46 (AH 1262), Hüseyin Sabri Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). At about 23, in 1869/70, Hüseyin Sabri began work in Istanbul, with eight unpaid years as a mülazım (apprentice) before a first salary of 600 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 4 per cent worked unpaid for eight years or longer. The first annual entry, for 1877/78, places Hüseyin Sabri in Erzurum as a communications official (Muhabere Memuru). The last posts were in Kemaliye, the birthplace, from 1881 to 1886.
The salary went from 600 kuruş a month in 1877/78 to 800 in 1878, the peak, as Muhabere Memuru in Erzurum, when 65 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 600 kuruş. The final annual entry is for 1885/86. Hüseyin Sabri probably has an entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Eğinli (Kemaliyeli) Devlet adamları ..." by ÖMER FERİT İMLAK (2012) (the name, the birthplace and a place of service agree).
