Life#
Mustafa Hilmi Efendi was born in Kazanlak (Kızanlık) in 1856/57 (AH 1273) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 21, in 1878, Mustafa Hilmi began work in Bursa, with two unpaid years as a mülazım (apprentice) before a first salary of 114 kuruş. The first annual entry, for 1879/80, places Mustafa Hilmi in Bursa as a communications official (Muhabere Memuru). Next came İnebolu and Çankırı from 1881 to 1888. From 1888 to 1911 every annual entry places Mustafa Hilmi in Istanbul, first in the office of the corresponding secretary (Mektubi Kalemi), from 1893/94 as Mektupcu Muavini, from 1895/96 as an examining clerk (Mümeyyiz) and from 1910/11 as Memurin Kalemi Muduru.
Pay rose from 114 kuruş a month in 1879/80 to a peak of 2,500 in 1910/11, as Memurin Kalemi Muduru in Istanbul, when 87 per cent of paid officials earned less. In all, 32 years of salary come to 548,508 kuruş, 3 times what an official on the median salary earned in those years, a level reached by fewer than 5 per cent of the 3,805 officials paid for five years or more. The peak was 21.9 times the first salary, a rise matched by fewer than 4 per cent of the 2,859 officials paid for ten years or more. The last annual entry is for 1910/11.
