Life#
Born in Ruse (Rusçuk) in 1861/62 (AH 1278) into the Muslim (Müslüman) community, Huseyin Rusdi Efendi was the child of a tithe official (aşar memuru). Huseyin Rusdi had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in the Rusumat Kalemi in Ruse in 1878/79, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1880/81, with Huseyin Rusdi as a customs official (Rüsumat Memuru) in Ruse, the birthplace, where the entries run to 1901/02, with a rise to examining clerk (Mümeyyiz) in 1891/92. The last posts were in Beirut (Beyrut) from 1902 to 1904, with a rise to Rusumat Baskitabeti.
The salary went from 200 kuruş a month in 1880/81 to 1,800 in 1902/03, the peak, as Rusumat Baskitabeti in Beirut, when 95 per cent of paid officials earned less. In all, 24 years of salary come to 270,120 kuruş, 1.9 times what an official on the median salary earned in those years. The final annual entry is for 1903/04. The honours of Huseyin Rusdi were a rank (rütbe) and the Osmani order.
