Life#
Born in Kastamonu in 1866/67 (AH 1283) into the Muslim (Müslüman) community, Hafiz İbrahim Rüştü Efendi was the child of a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 17, in 1883/84, İbrahim Rüştü began work in Kastamonu, paid from the start, on 300 kuruş a month. The first annual entry, for 1883/84, places İbrahim Rüştü in Kastamonu, the birthplace, as Zabit Katibi, where the entries run to 1887/88. İbrahim Rüştü then moved to Istanbul from 1889 to 1892, with a rise to a post in the clerkship of the chief director's office (Başmüdür Kitabeti) in 1889/90 and to a post in the dispatch office (Sevk Kalemi) in 1891/92. The last posts were in Kastamonu again from 1892 to 1895.
The salary went from 300 kuruş a month in 1883/84 to 700 in 1894/95, the peak, in the Başmüdür Kitabeti in Kastamonu, when three in four paid officials earned less. The final annual entry is for 1894/95.
