Life#
Born in Kemaliye (Eğin) in 1875/76 (AH 1292) into the Muslim (Müslüman) community, Osman Avni Efendi was the child of a tradesman (esnaf). At about 13, in 1887/88, Osman Avni began work in Kemaliye, with five unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Few began so young; fewer than 6 per cent of the 5,128 officials whose age at first work is known started at 13 or younger. The first annual entry, for 1892/93, places Osman Avni in Erzurum as a communications official (Muhabere Memuru). The annual lists then follow Osman Avni to Erzincan in 1894/95, then Trabzon from 1895 to 1902. Osman Avni then moved to five places in eight years, with a rise to director of the third grade (3. Müdür) in 1909/10. The last post was in Divriği in 1910/11. Few officials served in as many provinces; fewer than 4 per cent of the 5,200 officials with a place of service did.
The salary went from 400 kuruş a month in 1892/93 to 540 in 1905/06, the peak, as 3. Müdür in Radoviste, when 62 per cent of paid officials earned less. The last annual entry is for 1910/11. Osman Avni probably has an entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Eğinli (Kemaliyeli) Devlet adamları ..." by ÖMER FERİT İMLAK (2012) (the name and the birthplace agree).
