Life#
Born in Sivas in 1875/76 (AH 1292) into the Muslim (Müslüman) community, Abdülkadir Ziya Efendi was the child of a telegraph inspector (telgraf müfettişi). At about 14, in 1888/89, Abdülkadir Ziya began work in Erzurum, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1889/90, places Abdülkadir Ziya in Van as a communications official (Muhabere Memuru), where the entries run to 1904/05, with a rise to Basmudur Baskatibi in 1902/03 and to Mufettis Vekili in 1904/05. The last post was in Diyarbakır in 1905/06.
The salary went from 400 kuruş a month in 1889/90 to 900 in 1904/05, the peak, as Mufettis Vekili in Van, when 84 per cent of paid officials earned less. The peak lasted a single year; the next list gives 500 kuruş. The final annual entry is for 1905/06. Abdülkadir Ziya probably has an entry in "Sicill-i Ahval Defterlerine göre Sivaslı devlet adamları" by NESLİHAN EROL (2022) (the name and the birthplace agree).
