Life#
Mehmet Muhtar Efendi was born in Safranbolu in 1860/61 (AH 1277) into the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 16, in 1876/77, Mehmet Muhtar began work in Safranbolu, with five unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The annual lists begin in 1880/81, with Mehmet Muhtar as a central office official (Merkez Memuru) in Devrek, where the entries run to 1886/87. From 1887 to 1897 every annual entry places Mehmet Muhtar in Samsun.
Pay rose from 380 kuruş a month in 1880/81 to a peak of 400 in 1894/95, as a communications official (Muhabere Memuru) in Samsun, when 30 per cent of paid officials earned less. The final annual entry is for 1896/97.
