Life#
Born in Trabzon in 1852/53 (AH 1269) into the Muslim (Müslüman) community, Mehmet Rauf Efendi was the child of an army major (binbaşı). Mehmet Rauf had four years of schooling, at a school for young children (Sıbyan Mektebi).
Work began in Trabzon in 1867/68, at about 15, with three unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1870/71, places Mehmet Rauf in Artvin (Livane) as a communications official (Muhabere Memuru). Mehmet Rauf then moved to Hopa and Giresun from 1871 to 1875, then back to Trabzon, the birthplace, from 1875 to 1879. Next came Yozgat, Kastamonu and Konya from 1882 to 1890, with a rise to director of the second grade (2. Müdür) in 1882/83 and to assistant inspector (Müfettiş Muavini) in 1884/85, then Samsun from 1890 to 1901. The annual lists then follow Mehmet Rauf to Edirne in 1902/03. The last posts were in Sivas from 1903 to 1906. Ten places on two continents in all, a number reached by fewer than 4 per cent of the 5,200 officials with a place of service.
Pay rose from 400 kuruş a month in 1870/71 to a peak of 1,200 in 1884/85, as Müfettiş Muavini in Kastamonu, when 86 per cent of paid officials earned less. The final annual entry is for 1905/06.
