Life#
İsmail Efendi was born in Dobruca in 1858/59 (AH 1275) into the Muslim (Müslüman) community. Schooling took 14 years, at the School of Law (Hukuk Mektebi); İsmail also wrote Turkish and spoke French.
The first annual entry, for 1890/91, places İsmail in Tokat as an assistant at a court of first instance (Bidayet Mahkemesi Muavini). Next came Çorum from 1891 to 1896, then Kozan and Kahramanmaraş (Maraş) from 1896 to 1899. From 1899 to 1902 the annual entries place İsmail again in Çorum.
The salary never rose above the first in the lists, 1,400 kuruş a month in 1890/91, as Bidayet Mahkemesi Muavini in Tokat, when 93 per cent of paid officials earned less. After 12 years the salary stood below the first, 1,260 kuruş against 1,400. Over the years with a salary, pay stood on average in the top 6.3 per cent of each year's paid officials, a standing reached by 40 of the 3,805 officials paid for five years or more.
