Life

Mahmut Bey was born in Misir in 1863/64 (AH 1280), into the Muslim (Müslüman) community. Schooling took 14 years, at the School of Law (Hukuk Mektebi); Mahmut also held a qualification (a diploma, certificate, training or decoration).

Mahmut began work in the Hariciye Kalemi in Istanbul in 1883/84, at about 20, on a first salary of 50 kuruş. The annual lists begin in 1890/91, with Mahmut as Zabit Memuru in Istanbul. Next came Mytilene (Midilli) from 1891 to 1895. The last posts were in Aydın from 1895 to 1903, first as an assistant at a court of first instance (Bidayet Mahkemesi Muavini), from 1902/03 as 2. Bidayet Mahkemesi Riyaseti.

Pay rose from 50 kuruş a month in 1890/91 to a peak of 1,800 in 1895/96, as Bidayet Mahkemesi Muavini in Aydın, when 95 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,620 kuruş. In all, 13 years of salary come to 225,480 kuruş, 2.9 times the median official's.
