Life

Musa Kazim Efendi was born in Baghdad (Bağdat) in 1863/64 (AH 1280) into the Muslim (Müslüman) community; the father's occupation was "komisyon azasi". At about 16, in 1879/80, Musa Kazim began work in the Mahkeme Kalemi in Baghdad. The first annual entry, for 1890/91, places Musa Kazim in Mosul (Musul) as Bidayet Mahkemesi Muddei Umumi, where the entries run to 1893/94. The annual lists then follow Musa Kazim to six places in 13 years, with a rise to Istinaf Mahkemesi Muddei Umumi in 1906/07. The last post was in Üsküdar in 1908/09, with a rise to Mutasarrif. Few officials served in as many provinces; fewer than 4 per cent of the 5,200 officials with a place of service did.

The salary went from 1,800 kuruş a month in 1890/91 to 5,000 in 1908/09, the peak, as Mutasarrif in Üsküdar, when 98 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 1,250 kuruş. After 19 years the salary stood below the first, 1,250 kuruş against 1,800. Over the years with a salary, pay stood on average in the top 3.9 per cent of each year's paid officials, a standing reached by 20 of the 3,805 officials paid for five years or more. The final annual entry is for 1909/10. Musa Kazim received a rank (rütbe) and a medal ("Hicaz demiryolu").
