Life#
Mehmet Nafiz Efendi was born in Samokov (Samakov) in 1863/64 (AH 1280), into the Muslim (Müslüman) community. Schooling took 14 years, at a middle school (Rüşdiye Mektebi) and then the School of Law (Hukuk Mektebi).
At about 23, in 1886/87, Mehmet Nafiz began work in Istanbul, with four unpaid years as a mülazım (apprentice) before a first salary of 50 kuruş. Every annual entry from 1890/91 to 1906/07 places Mehmet Nafiz in Istanbul, first in the control office (Kontrol Kalemi), from 1893/94 in the Deavi Kalemi and from 1900/01 as Hukuk Kalemi Muavini.
Pay rose from 50 kuruş a month in 1890/91 to a peak of 900 in 1905/06, as Hukuk Kalemi Muavini in Istanbul, when 83 per cent of paid officials earned less. The peak was 18 times the first salary, a rise matched by fewer than 6 per cent of the 2,859 officials paid for ten years or more. The last annual entry is for 1906/07.
