İbrahim Hakki Efendi was born in Trabzon in 1865/66 (AH 1282), into the Muslim (Müslüman) community. Schooling took 14 years, at the School of Law (Hukuk Mektebi).

İbrahim Hakki worked unpaid for three years as a mülazım (apprentice). The first annual entry, for 1887/88, places İbrahim Hakki in Istanbul as Adliye Memuru, where the entries run to 1890/91. Next came Lüleburgaz from 1891 to 1898, with a rise to assistant at a court of first instance (Bidayet Mahkemesi Muavini). The last posts were in Xanthi (İskeçe) from 1898 to 1901.
