Life#
Born in Istanbul in 1863/64 (AH 1280), Hüseyin Safi Bey came from the Muslim (Müslüman) community; the father was a pasha (paşa). Hüseyin Safi had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1880/81, at about 17, with seven unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 6 per cent worked unpaid for seven years or longer. From the first annual entry, for 1887/88, to 1906/07, every annual entry places Hüseyin Safi in the same post, communications official (Muhabere Memuru), in Istanbul, the birthplace. Only 41 of the 1,586 officials whose entries span 20 years or more kept one title in one place throughout.
Pay rose from 200 kuruş a month in 1887/88 to a peak of 330 in 1906/07, when 35 per cent of paid officials earned less. Over 20 years the salaries add up to 62,520 kuruş, 52 per cent of what an official on the median salary earned. The last annual entry is for 1906/07.
