Life#
Born in Istanbul in 1863/64 (AH 1280) into the Muslim (Müslüman) community, Rakım Bey was the child of an army major (binbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Rakım also wrote French as well as Turkish.
Work began in Istanbul in 1885/86, at about 22, with two unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. Every annual entry from 1887/88 to 1903/04 places Rakım in Istanbul, the birthplace, first in the accounts office (Muhasebe Kalemi), from 1891/92 in the council clerkship (Meclis Kitabeti), from 1897/98 in the dispatch office (Sevk Kalemi) and from 1901/02 as an official (Memur).
The salary went from 100 kuruş a month in 1887/88 to 170 in 1892/93, the peak, in the Meclis Kitabeti in Istanbul, when one in ten paid officials earned less. In all, 13 years of salary come to 19,920 kuruş, 25 per cent of what an official on the median salary earned in those years. The final annual entry is for 1903/04.
