Life#
Osman Kamil Efendi was born in Istanbul in 1859/60 (AH 1276) into the Muslim (Müslüman) community; the father's occupation was "Nalbur". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1879/80, at about 20, with three unpaid years as a mülazım (apprentice) before a first salary of 50 kuruş. Every annual entry from 1882/83 to 1906/07 places Osman Kamil in Istanbul, the birthplace, first in the accounts office (Muhasebe Kalemi), from 1902/03 as PT Nezaret Veznedar Muavini and from 1903/04 as PT Nezaret Veznedari.
Pay rose from 50 kuruş a month in 1882/83 to a peak of 2,000 in 1903/04, as PT Nezaret Veznedari in Istanbul, when 96 per cent of paid officials earned less. In all, 25 years of salary come to 192,900 kuruş, 1.3 times what an official on the median salary earned in those years. The peak was 40 times the first salary, a rise matched by fewer than 2 per cent of the 2,859 officials paid for ten years or more. The last annual entry is for 1906/07.
