Life#
Born in Belgrade (Belgrad) in 1856/57 (AH 1273), Mehmet Tevfik Efendi Bin Abdullah came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Tevfik Bin Abdullah also wrote Turkish and spoke Russian and Serbian. Serbian was rare in the service, known to 4 of the 5,211 officials.
