Life#
Hüseyin Hilmi Bey was born in Istanbul in 1855/56 (AH 1272) into the Muslim (Müslüman) community; the father's occupation was "Dogramacilar kethudasi". Schooling took seven years, at a middle school (Rüşdiye Mektebi); Hüseyin Hilmi also wrote Turkish and had some knowledge of Arabic.
At about 14, in 1869/70, Hüseyin Hilmi began work in Istanbul, paid from the start, on 140 kuruş a month. The annual lists begin in 1871/72, with Hüseyin Hilmi as a communications official (Muhabere Memuru) in Üsküdar. Hüseyin Hilmi then moved back to Istanbul, the birthplace, from 1873 to 1882, with a rise to director (Müdür) in 1881/82, then Aydın from 1882 to 1898. The last posts were in Ioannina (Yanya) from 1898 to 1900, with a rise to chief director (Başmüdür).
Pay rose from 140 kuruş a month in 1871/72 to a peak of 2,200 in 1898/99, as Başmüdür in Ioannina, when 97 per cent of paid officials earned less. In all, 30 years of salary come to 530,880 kuruş, 2.9 times what an official on the median salary earned in those years, a level reached by fewer than 5 per cent of the 3,805 officials paid for five years or more. The last annual entry is for 1899/1900.
