Abdullah Vehbi Efendi was born in Kemaliye (Eğin) in 1847/48 (AH 1264) into the Muslim (Müslüman) community; the father was an imam. Schooling took four years, at a school for young children (Sıbyan Mektebi).

At about 21, in 1869/70, Abdullah Vehbi began work in Istanbul, with half a year without pay as a mülazım (apprentice) before a first salary of 500 kuruş. The annual lists begin in 1869/70, with Abdullah Vehbi as an official (Memur) in Istanbul. The last post was in Sivas in 1870/71.

The salary never rose above the first in the lists, 500 kuruş a month in 1869/70, as Memur in Istanbul, when 41 per cent of paid officials earned less. The final annual entry is for 1870/71. An entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Eğinli (Kemaliyeli) Devlet adamları ..." by ÖMER FERİT İMLAK (2012) probably refers to Abdullah Vehbi, since the name and the birthplace agree.
