Life#
Born in Gelibolu in 1833/34 (AH 1249) into the Muslim (Müslüman) community, Süleyman Fevzi Efendi was the child of a teacher (muallim). Süleyman Fevzi began work in Gelibolu in 1855/56, at about 22, with three unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1858/59, places Süleyman Fevzi in Diyarbakır as a communications official (Muhabere Memuru). Süleyman Fevzi then moved to Siverek from 1860 to 1862, then back to Diyarbakır from 1862 to 1864. The annual lists then follow Süleyman Fevzi to five places in 17 years, then Baghdad (Bağdat) from 1880 to 1887. The last posts were in Diyarbakır in 1887/88 and Yeni camii postanesi in 1888/89. Few officials served in as many provinces; fewer than 3 per cent of the 5,200 officials with a place of service did.
Pay rose from 750 kuruş a month in 1858/59 to a peak of 3,000 in 1884/85, as Başmüdür in Baghdad, when 97 per cent of paid officials earned less. Over 30 years the salaries add up to 654,600 kuruş, 3.4 times the median official's, a level reached by fewer than 4 per cent of the 3,805 officials paid for five years or more. The last annual entry is for 1888/89. Süleyman Fevzi probably has an entry in "Sicill-i Ahvâl kayıtlarına göre Gelibolu doğumlu memurlar (1879-1909)" by OSMAN UMUT NAL (2026) (the name and the birthplace agree).
