Life#
Mihail Deveciyanis Efendi was born in Istanbul in 1856/57 (AH 1273), into the Greek Orthodox Christian (Rum) community. Schooling took four years, at a Greek Orthodox school (Rum Mektebi); Mihail Deveciyanis also wrote French as well as Turkish.
Mihail Deveciyanis began work in Istanbul in 1876/77, at about 19, with three unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. The annual lists begin in 1878/79, with Mihail Deveciyanis as a communications official (Muhabere Memuru) in Beyoğlu, where the entries run to 1880/81. Next came Enez (İnoz) from 1881 to 1883, with a rise to official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in 1881/82. From 1883 to 1901 the annual entries place Mihail Deveciyanis in Erzurum, with a rise to chief official for foreign communications (Muhaberat-ı Ecnebiye Başmemuru).
Pay rose from 100 kuruş a month in 1878/79 to a peak of 660 in 1900/01, as Muhaberat-ı Ecnebiye Başmemuru in Erzurum, when three in four paid officials earned less. The last annual entry is for 1900/01.
