Life#
Born in Niğde in 1863/64 (AH 1280) into the Muslim (Müslüman) community, Mehmet Şevki Efendi was the child of a medrese teacher (müderris). Mehmet Şevki had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).
At about 12, in 1875/76, Mehmet Şevki began work in Niğde, with six unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 3 per cent started at 12 or younger. The annual lists begin in 1880/81, with Mehmet Şevki as a communications official (Muhabere Memuru) in Pozantı. Mehmet Şevki then moved to Adana, Keşan and Üsküdar from 1881 to 1897. The last posts were in Kuruçeşme from 1897 to 1904. Of the 1,586 officials whose entries span 20 years or more, fewer than 10 per cent kept one title throughout.
The salary went from 380 kuruş a month in 1880/81 to 400 in 1882/83, the peak, as Muhabere Memuru in Adana, when 28 per cent of paid officials earned less. The last annual entry is for 1903/04.
