Life#
Born in Savur in 1835/36 (AH 1251), Fethullah Nuri Efendi came from the Muslim (Müslüman) community; the father was a medrese teacher (müderris). At about 30, in 1865/66, Fethullah Nuri began work in Aleppo (Halep), with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 4 per cent started at 30 or older. The annual lists begin in 1867/68, with Fethullah Nuri as a communications official (Muhabere Memuru) in Homs (Humus). Fethullah Nuri then moved to İskenderun from 1869 to 1872, then Kozan from 1872 to 1877. Next came Jisr al-Shughur (Cisr-i Şugur), Aleppo and Diyarbakır from 1879 to 1884, then Silvan from 1884 to 1892. The annual lists then follow Fethullah Nuri to Raqqa (Rakka), Cezire and Diyarbakir kazasi from 1892 to 1900, with a rise to director of the second grade (2. Müdür) in 1892/93. The last post was in Diyarbakır again in 1900/01, with a rise to assistant inspector (Müfettiş Muavini). Ten places in all, a number reached by fewer than 4 per cent of the 5,200 officials with a place of service.
Pay rose from 400 kuruş a month in 1867/68 to a peak of 1,080 in 1900/01, as Müfettiş Muavini in Diyarbakır, when nine in ten paid officials earned less. The final annual entry is for 1900/01.
