Life#
Born in Tokat in 1850/51 (AH 1267), İbrahim Edhem Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Work began in Amasya in 1870/71, at about 19, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1872/73, with İbrahim Edhem as a communications official (Muhabere Memuru) in Trabzon. Next came seven places in 15 years, from Hopa to Malatya, then a return to Tokat from 1887 to 1891. The annual lists then follow İbrahim Edhem to Şebinkarahisar (Karahisar-ı Şarki) from 1891 to 1901. The last posts were in Sivas in 1902/03 and Latakia (Lazkiye) from 1903 to 1905. In all, 11 places, a number reached by fewer than 3 per cent of the 5,200 officials with a place of service.
Pay rose from 400 kuruş a month in 1872/73 to a peak of 1,000 in 1887/88, as 2. Müdür in Tokat, when 83 per cent of paid officials earned less. The peak lasted a single year; the next list gives 800 kuruş. The last annual entry is for 1904/05. An entry in "Sicill-i Ahvâl defterlerine göre Osmanlı döneminde Tokatlı devlet memurları ( ..." by ÜMMÜHAN UĞURLU (2013) probably refers to İbrahim Edhem, since the name, the birthplace, the archive register and page and a place of service agree.
