Life#
Mehmet Efendi was born in Tokat in 1855/56 (AH 1272), into the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi).
Mehmet began work in the Tapu Kalemi in Tokat in 1873/74, at about 17, on a first salary of 80 kuruş. The annual lists begin in 1873/74, with Mehmet in the Zaptiye Yoklama Kalemi in Tokat, the birthplace, where the entries run to 1890/91, with a rise to a post in the Land Registry office (Defter-i Hakani Kalemi) in 1878/79. Mehmet then moved to Preveza (Preveze) from 1892 to 1894, with a rise to DH Baskitabeti in 1892/93. The last posts were in Tokat again from 1895 to 1898. The lists give İstifa (resignation) for 1891/92 and 1894/95 instead of a title.
Pay rose from 80 kuruş a month in 1873/74 to a peak of 380 in 1892/93, as DH Baskitabeti in Preveza, when one in four paid officials earned less. Over 24 years the salaries add up to 78,240 kuruş, 52 per cent of what an official on the median salary earned. The last annual entry is for 1897/98. An entry in "Sicill-i Ahvâl defterlerine göre Osmanlı döneminde Tokatlı devlet memurları ( ..." by ÜMMÜHAN UĞURLU (2013) probably refers to Mehmet, since the name, the birthplace, the archive register and page and a place of service agree.
