Life#
Omer Vasfi Efendi was born in Kemaliye (Eğin) in 1831/32 (AH 1247) into the Muslim (Müslüman) community. At about 32, in 1863/64, Omer Vasfi began work in the Defteri Hakani Kalemi in Kemaliye, on a first salary of 50 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 3 per cent started at 32 or older. The first annual entry, for 1867/68, places Omer Vasfi in Kemaliye, the birthplace, as DH Mukayyit, where the entries run to 1869/70. Next came Kars and Doğubayazıt (Bayezid) from 1870 to 1877, with a rise to a post in the Land Registry office (Defter-i Hakani Kalemi) in 1870/71. From 1878 to 1889 the annual entries place Omer Vasfi in Muş.
Pay rose from 50 kuruş a month in 1867/68 to a peak of 950 in 1871/72, in the Defter-i Hakani Kalemi in Kars, when 77 per cent of paid officials earned less. Over 20 years the salaries add up to 171,000 kuruş, 1.3 times what an official on the median salary earned. Pay rose to 19 times the first salary; fewer than 5 per cent of the 2,859 officials paid for ten years or more rose as far. The final annual entry is for 1889/90. Omer Vasfi probably has an entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Eğinli (Kemaliyeli) Devlet adamları ..." by ÖMER FERİT İMLAK (2012) (the name, the birthplace and a place of service agree).
