Life#
Born in Istanbul in 1847/48 (AH 1264), Ali Mazlum Efendi came from the Muslim (Müslüman) community; the father was a soldier (asker). Ali Mazlum had seven years of schooling, at a middle school (Rüşdiye Mektebi), and attended the telegraph school as well.
At about 20, in 1868/69, Ali Mazlum began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1869/70, with Ali Mazlum as a communications official (Muhabere Memuru) in Hopa. Ali Mazlum then moved to Giresun, Trabzon, Gerede and Kastamonu, four places in eight years, then Muş from 1880 to 1892. The annual lists then follow Ali Mazlum to Ankara from 1892 to 1898, with a rise to chief official (Başmemur). The last posts were in Izmir (İzmir) and Thessaloniki (Selanik) from 1898 to 1903 and Eşme in 1903/04. Ten places on two continents in all, a number reached by fewer than 4 per cent of the 5,200 officials with a place of service.
The salary went from 400 kuruş a month in 1869/70 to 600 in 1895/96, the peak, as Başmemur in Ankara, when 59 per cent of paid officials earned less. Over 34 years the salaries add up to 189,720 kuruş, 89 per cent of what an official on the median salary earned. The final annual entry is for 1903/04.
