Life#
Born in Istanbul in 1847/48 (AH 1264), İsmail Hakkı Efendi came from the Muslim (Müslüman) community; the father was a senior army captain (kolağası). İsmail Hakkı had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote Turkish and spoke Arabic.
At about 19, in 1867/68, İsmail Hakkı began work in Adana, paid from the start, on 400 kuruş a month. The first annual entry, for 1867/68, places İsmail Hakkı in Adana as a communications official (Muhabere Memuru). Next came Aleppo in 1869/70, then Konya from 1874 to 1889, with a rise to director of the first grade (1. Müdür) in 1875/76. The lists have no entry for 1870 to 1874. İsmail Hakkı then moved to Kırşehir in 1890/91 and Kastamonu in 1891/92. The last posts were in Bakırköy from 1892 to 1900. Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
Pay rose from 400 kuruş a month in 1867/68 to a peak of 1,200 in 1875/76, as 1. Müdür in Konya, when 85 per cent of paid officials earned less. Over 29 years the salaries add up to 307,224 kuruş, 1.7 times what an official on the median salary earned. The final annual entry is for 1899/1900.
