Life#
İstepan Efendi was born in Diyarbakır in 1861/62 (AH 1278), into the Armenian Christian (Ermeni) community. Schooling took seven years, at a French school (Fransız Mektebi); İstepan also wrote Armenian, French and Turkish.
Work began in Diyarbakır in 1877/78, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The annual lists begin in 1879/80, with İstepan as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Aleppo (Halep), where the entries run to 1887/88. From 1888 to 1903 the annual entries place İstepan in Diyarbakır, the birthplace. A career like this is rare; fewer than 10 per cent of the 1,586 officials whose entries span 20 years or more kept one title throughout.
Pay rose from 380 kuruş a month in 1879/80 to a peak of 500 in 1883/84, as Muhaberat-ı Ecnebiye Memuriyeti in Aleppo, when 43 per cent of paid officials earned less. Over 24 years the salaries add up to 140,760 kuruş, about what an official on the median salary earned. The last annual entry is for 1902/03.
