Life#
İsmail Zühtü Efendi was born in Istanbul in 1852/53 (AH 1269) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail Zühtü also attended the telegraph school.
İsmail Zühtü began work in Istanbul in 1867/68, at about 15, with four unpaid years as a mülazım (apprentice) before a first salary of 480 kuruş. The annual lists begin in 1871/72, with İsmail Zühtü as a communications official (Muhabere Memuru) in Bosna, where the entries run to 1876/77. İsmail Zühtü then moved to Konitsa (Koniçe), Pristina (Priştine) and Thessaloniki (Selanik) from 1877 to 1881, then Pljevlja (Taşlıca) from 1882 to 1888, with a rise to Muhabere Memuru. Next came Skopje (Üsküp), Gjakova (Yakova) and Nea Zichni (Zihne) from 1888 to 1896, with a rise to director of the third grade (3. Müdür) in 1889/90. The last post was in Diskata in 1896/97. Few officials served in as many places; fewer than 6 per cent of the 5,200 officials with a place of service did.
The salary went from 480 kuruş a month in 1871/72 to 600 in 1877/78, the peak, as Muhabere Memuru in Konitsa, when half the paid officials earned less. Over 20 years the salaries add up to 113,940 kuruş, about what an official on the median salary earned. The final annual entry is for 1896/97.
