This official was born in Pleven (Plevne) into the Muslim (Müslüman) community; the father's occupation was "komisyoncu". The records give birth years from 1876 to 1886 (AH 1293 to 1303). The official had seven years of schooling, at a school for young children (Sıbyan Mektebi) and then a middle school (Rüşdiye Mektebi). In all the official knew four languages, Arabic, French, Persian and Turkish, all in writing; fewer than 5 per cent of the 5,211 officials knew as many.
