Life#
Born in Tebrin in 1838/39 (AH 1254) into the Muslim (Müslüman) community, Hüseyin Hasip Efendi was the child of a council member (meclis azası). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Hüseyin Hasip also held a qualification (a diploma, certificate, training or decoration). Hüseyin Hasip knew six languages, French and Turkish in writing, Arabic, English and Persian in speech and one more not named, a number reached by only 8 of the 5,211 officials.
Work began in the Maliye Kalemi in Istanbul in 1860/61, at about 22, with two unpaid years as a mülazım (apprentice) before a first salary of 350 kuruş. The annual lists begin in 1894/95, with Hüseyin Hasip as Mutasarrif in Beyoğlu. From 1895 to 1908 every annual entry places Hüseyin Hasip in Istanbul, with a rise to PT Naziri.
Pay rose from 12,500 kuruş a month in 1894/95 to a peak of 20,000 in 1900/01, as PT Naziri in Istanbul, when no other paid official earned more. In all, 14 years of salary come to 3,006,000 kuruş, 37.7 times what an official on the median salary earned in those years, a level reached by no other of the 3,805 officials paid for five years or more. The final annual entry is for 1907/08. The honours of Hüseyin Hasip were a rank (rütbe) and the Mecidi and Osmani orders.
