Life#
Born in Harput in 1838/39 (AH 1254), Mustafa Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). At about 19, in 1857/58, Mustafa began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1860/61, with Mustafa as a communications official (Muhabere Memuru) in Istanbul. Mustafa then moved to Cizre from 1862 to 1868, with a rise to director of the second grade (2. Müdür) in 1863/64, then Karaman from 1868 to 1870. The annual lists then follow Mustafa to Silifke from 1870 to 1875. The last posts were in Beyoğlu from 1876 to 1882.
Pay rose from 250 kuruş a month in 1860/61 to a peak of 1,440 in 1864/65, as 2. Müdür in Cizre, when 76 per cent of paid officials earned less. The last annual entry is for 1881/82; the list of 1895/96 (AH 1313) gives the status word Vefat (death). An entry in "Sicill-i ahvâl defterlerine göre Harputlu devlet adamları" by ENES MUTLUAY (2018) probably refers to Mustafa, since the name, the birthplace and the archive register and second number agree.
