Life#
Born in Mytilene (Midilli) in 1819/20 (AH 1235), Mehmet Emin Efendi came from the Muslim (Müslüman) community; the father was a tax farmer (mültezim). Mehmet Emin had four years of schooling, at a school for young children (Sıbyan Mektebi).
At about 43, in 1862/63, Mehmet Emin began work in the Rusumat Kalemi in Ioannina (Yanya), on a first salary of 500 kuruş. Few began so late; 23 of the 5,128 officials whose age at first work is known started at 43 or older. The first annual entry, for 1862/63, places Mehmet Emin in Ioannina as Rusumat Sandik Emenati. From 1864 to 1883 every annual entry places Mehmet Emin in Thessaloniki (Selanik), first as a customs official (Rüsumat Memuru), from 1868/69 as Rusumat Sandik Emenati. In place of a title the lists give İstifa (resignation) for 1863/64 and 1867/68.
Pay rose from 500 kuruş a month in 1862/63 to a peak of 800 in 1878/79, as Rusumat Sandik Emenati in Thessaloniki, when two in three paid officials earned less. That salary was paid for a single year, and the next list gives 640 kuruş. In all, 20 years of salary come to 125,280 kuruş, about what an official on the median salary earned in those years. The final annual entry is for 1882/83.
