Life#
Born in Erzurum in 1873/74 (AH 1290), Arif Efendi came from the Muslim (Müslüman) community; the father was a telegraph director (telgraf müdürü). Arif began work in Erzurum in 1881/82, at about 9, with nine unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Only 12 of the 5,128 officials whose age at first work is known began work at 9 or younger. Fewer than 2 per cent of the 5,142 officials with a known apprenticeship worked unpaid for nine years or longer. The first annual entry, for 1890/91, places Arif in Van as a communications official (Muhabere Memuru). Next came Erzurum in 1891/92 and Muş in 1892/93, then Erzincan from 1893 to 1899, with a rise to postal official (Posta Memuru). Arif then moved to Samsun in 1899/1900, then back to Van from 1900 to 1902. The last posts were in Diyadin from 1902 to 1904 and Kutuk from 1904 to 1906.
Pay rose from 400 kuruş a month in 1890/91 to a peak of 540 in 1904/05, as a director of the third grade (3. Müdür) in Kutuk, when 61 per cent of paid officials earned less. The last annual entry is for 1905/06. An entry in "Erzurum vilayeti doğumlu Osmanlı uleması Bab-ı Meşihat Arşivi ulema sicil ..." by SİNAN ÇAKMAK (2023) probably refers to Arif, since the name, the birthplace and a place of service agree.
