Life#
Mehmet Servet Efendi was born in Van in 1851/52 (AH 1268) into the Muslim (Müslüman) community; the father was a council member (meclis azası). Kurdish was rare in the service, known to 12 of the 5,211 officials.
Mehmet Servet began work in the Tapu Kalemi in Van in 1863/64, at about 12, paid from the start, on 280 kuruş a month. Fewer than 3 per cent of the 5,128 officials whose age at first work is known began work at 12 or younger. The annual lists begin in 1890/91, with Mehmet Servet as Mahkeme Azasi in Van, the birthplace. Mehmet Servet then moved to Erzurum and Van from 1891 to 1894, then back to Erzurum from 1894 to 1896. The annual lists then follow Mehmet Servet to Beirut (Beyrut), Istanbul and Jerusalem (Kudüs) from 1896 to 1900, with a rise to Polis Baskomiseri in 1898/99, then a post with no place named from 1901 to 1908. The last post was in Suriye in 1908/09.
The salary went from 750 kuruş a month in 1890/91 to 1,500 in 1893/94, the peak, as Polis Baskomiseri in Van, when 94 per cent of paid officials earned less. The final annual entry is for 1909/10. Mehmet Servet received a rank (rütbe).
