Life#
Mehmet Hilmi Efendi was born in Sivas in 1872/73 (AH 1289) into the Muslim (Müslüman) community; the father's occupation was "Belediye Mufettisi". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Mehmet Hilmi began work in Sivas in 1889/90, at about 17, paid from the start, on 400 kuruş a month. The first annual entry, for 1889/90, places Mehmet Hilmi in Sivas, the birthplace, in the Ambar Kalemi. The lists have no entry for 1890 to 1893. The annual lists then follow Mehmet Hilmi to Kastamonu in 1893/94 and Erzurum in 1894/95, then Erzincan from 1895 to 1902. Mehmet Hilmi then moved to Kemah from 1902 to 1904, then back to Erzincan from 1904 to 1906. The last post was in Ağrı (Karakilise) in 1906/07, with a rise to director of the third grade (3. Müdür).
Pay rose from 400 kuruş a month in 1889/90 to a peak of 600 in 1906/07, as 3. Müdür in Ağrı, when 65 per cent of paid officials earned less. The last annual entry is for 1906/07.
