Life#
Abdurrahman Halis Efendi was born in Sivas in 1873/74 (AH 1290) into the Muslim (Müslüman) community; the father was a sheikh (şeyh). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Abdurrahman Halis also held a qualification (a diploma, certificate, training or decoration).
At about 13, in 1885/86, Abdurrahman Halis began work in Sivas, with three unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Fewer than 6 per cent of the 5,128 officials whose age at first work is known began work at 13 or younger. The annual lists begin in 1888/89, with Abdurrahman Halis as a communications official (Muhabere Memuru) in Sivas, the birthplace, where the entries run to 1891/92. Next came Hafik in 1892/93, as a director of the third grade (3. Müdür), then Suşehri from 1893 to 1900. Abdurrahman Halis then moved to five places in eight years, with a rise to director of the second grade (2. Müdür) in 1901/02. The last posts were in Latakia (Lazkiye) from 1908 to 1910.
Pay rose from 400 kuruş a month in 1888/89 to a peak of 900 in 1909/10, as 2. Müdür in Latakia, when 71 per cent of paid officials earned less. Over 22 years the salaries add up to 160,320 kuruş, 1.3 times what an official on the median salary earned. The final annual entry is for 1909/10.
