Born in Sivas in 1873/74 (AH 1290), Hafız Mehmet Rüştü Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Mehmet Rüştü had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).

Work began in Zile in 1889/90, at about 16, with five unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Both annual entries, for 1894/95 and 1895/96, place Mehmet Rüştü in Zile as a communications official (Muhabere Memuru).

The salary never rose above the first in the lists, 300 kuruş a month in 1894/95, as Muhabere Memuru in Zile, when 17 per cent of paid officials earned less. The final annual entry is for 1895/96.
