Life#
Born in Karadeniz Ereğli in 1852/53 (AH 1269) into the Muslim (Müslüman) community, Hacı Mehmet Tevfik Efendi was the child of a customs official (rüsumat memuru). Work began in Istanbul in 1874/75, at about 21, paid from the start, on 100 kuruş a month. The annual lists begin in 1874/75, with Mehmet Tevfik in the accounts office (Muhasebe Kalemi) in Istanbul. Mehmet Tevfik then moved to nine places in 11 years, from Samsun to Sinop, then Devin (Dövlen) from 1886 to 1891. The annual lists then follow Mehmet Tevfik back to Istanbul from 1891 to 1895, with a rise to assistant inspector (Müfettiş Muavini), then Kastamonu from 1895 to 1897, with a rise to chief director (Başmüdür) in 1895/96. The last posts were in Sivas from 1898 to 1902. Few officials served in as many places; 38 of the 5,200 officials with a place of service did.
The salary went from 100 kuruş a month in 1874/75 to 2,500 in 1895/96, the peak, as Başmüdür in Kastamonu, when 97 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 2,250 kuruş. The peak was 25 times the first salary, a rise matched by fewer than 4 per cent of the 2,859 officials paid for ten years or more. The last annual entry is for 1901/02.
