Life#
Born in Karadeniz Ereğli in 1873/74 (AH 1290), Sait Ali Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Karadeniz Ereğli in 1894/95, at about 21, with eight unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. So long an unpaid start was rare; fewer than 4 per cent of the 5,142 officials with a known apprenticeship worked unpaid for eight years or longer. From 1902/03 to 1906/07 every annual entry places Sait Ali in Afyonkarahisar (Karahisar-ı Sahib), first as Muhabere Memuru, from 1903/04 as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) and from 1904/05 as a communications official (Muhabere Memuru).
The salary went from 200 kuruş a month in 1902/03 to 400 in 1903/04, the peak, as Muhaberat-ı Ecnebiye Memuriyeti in Afyonkarahisar, when 36 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 300 kuruş. The last annual entry is for 1906/07.
