Life#
Born in Kütahya in 1860/61 (AH 1277) into the Muslim (Müslüman) community, Mehmet Fevzi Efendi was the child of a medrese teacher (müderris). Schooling took four years, at a school for young children (Sıbyan Mektebi).
At about 18, in 1878/79, Mehmet Fevzi began work in Afyonkarahisar (Karahisar-ı Sahib), paid from the start, on 150 kuruş a month. The first annual entry, for 1878/79, places Mehmet Fevzi in Afyonkarahisar as Musillik, where the entries run to 1881/82. Next came Seyitgazi and Eskişehir from 1883 to 1888, with a rise to tithe official (Aşar Memuru) in 1883/84 and to communications official (Muhabere Memuru) in 1885/86, then Balıkesir from 1888 to 1893. From 1893 to 1905 every annual entry places Mehmet Fevzi again in Afyonkarahisar.
Pay rose from 150 kuruş a month in 1878/79 to a peak of 420 in 1904/05, as Muhabere Memuru in Afyonkarahisar, when 46 per cent of paid officials earned less. In all, 25 years of salary come to 108,264 kuruş, 72 per cent of what an official on the median salary earned in those years. The last annual entry is for 1904/05. An entry in "Sicill-i Ahval Defterleri'nde Osmanlı Dönemi Kütahyalı memurlar" by MUSTAFA KOCAKAYA (2018) probably refers to Mehmet Fevzi, since the name, the birthplace and the archive register and page agree.
