Life#
Born in Arapgir in 1880/81 (AH 1298) into the Muslim (Müslüman) community, Mehmet Efendi was the child of a tradesman (esnaf). Mehmet had four years of schooling, at a school for young children (Sıbyan Mektebi).
Work began in Arapgir in 1889/90, at about 9, with three unpaid years as a mülazım (apprentice) before a first salary of 142 kuruş. Few began so young; 12 of the 5,128 officials whose age at first work is known started at 9 or younger. The annual lists begin in 1892/93, with Mehmet as Muvassil in Denizli, where the entries run to 1896/97. From 1897 to 1902 the annual entries place Mehmet in Afyonkarahisar (Karahisar-ı Sahib), first as a transport official (Nakliye Memuru), from 1901/02 as a travelling postal official (Seyyar Memur).
Pay rose from 142 kuruş a month in 1892/93 to a peak of 400 in 1897/98, as Nakliye Memuru in Afyonkarahisar, when one in three paid officials earned less. In all, ten years of salary come to 32,520 kuruş, 54 per cent of what an official on the median salary earned in those years. The final annual entry is for 1901/02.
