Born in Sofia (Sofya) in 1873/74 (AH 1290), Süleyman Sırrı Efendi came from the Muslim (Müslüman) community; the father was a sergeant (çavuş). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Süleyman Sırrı began work in Bandırma in 1892/93, at about 19, with five unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Both annual entries, for 1902/03 and 1903/04, place Süleyman Sırrı in Ankara as a communications official (Muhabere Memuru).

The salary never rose above the first in the lists, 200 kuruş a month in 1902/03, as Muhabere Memuru in Ankara, when one in ten paid officials earned less. The final annual entry is for 1903/04.
