Life#
Born in Istanbul in 1856/57 (AH 1273) into the Muslim (Müslüman) community, Mehmet Kamil Efendi was the child of a steward (kethüda). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Kamil also held a qualification (a diploma, certificate, training or decoration).
Work began in Istanbul in 1876/77, at about 19, with one unpaid year as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1877/78, places Mehmet Kamil in Ruse (Rusçuk) as a communications official (Muhabere Memuru). The lists have no entry for 1878 to 1880. Mehmet Kamil then moved back to Istanbul, the birthplace, from 1880 to 1897, with a rise to travelling postal official (Seyyar Memur) in 1895/96, then Çatalca in 1897/98. Next came a return to Istanbul from 1898 to 1900, then Ankara from 1900 to 1906, with a rise to director of the second grade (2. Müdür). The last post was in Bolu in 1906/07.
The salary went from 500 kuruş a month in 1877/78 to 1,080 in 1900/01, the peak, as 2. Müdür in Ankara, when nine in ten paid officials earned less. In all, 28 years of salary come to 221,760 kuruş, 1.3 times what an official on the median salary earned in those years. The final annual entry is for 1906/07.
