Life#
Ahmet Rüştü Efendi was born in Bursa in 1855/56 (AH 1272) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Ahmet Rüştü also held a qualification (a diploma, certificate, training or decoration).
At about 20, in 1876/77, Ahmet Rüştü began work in Mudanya, with one unpaid year as a mülazım (apprentice) before a first salary of 500 kuruş. The annual lists begin in 1877/78, with Ahmet Rüştü as a communications official (Muhabere Memuru) in Ruse (Rusçuk). Ahmet Rüştü then moved to Mudanya from 1878 to 1884, then back to Bursa, the birthplace, from 1884 to 1890, with a rise to a post in the clerkship of the chief director's office (Başmüdür Kitabeti). Next came a return to Mudanya from 1890 to 1895. The last posts were in Istanbul from 1895 to 1904, first as Mersule Mudur Muavini, from 1896/97 as a chief official (Başmemur).
The salary went from 500 kuruş a month in 1877/78 to 1,800 in 1899/1900, the peak, as Başmemur in Istanbul, when 96 per cent of paid officials earned less. In all, 28 years of salary come to 302,316 kuruş, 1.8 times what an official on the median salary earned in those years. The last annual entry is for 1903/04; the list of 1904/05 (AH 1322) gives the status word Vefat (death).
