Life#
Ali Fehmi Efendi was born in Sofia (Sofya) in 1873/74 (AH 1290), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Ali Fehmi began work in Bursa in 1889/90, at about 16, paid from the start, on 400 kuruş a month. The first annual entry, for 1889/90, places Ali Fehmi in Bursa as a communications official (Muhabere Memuru). The annual lists then follow Ali Fehmi to Uşak from 1890 to 1895, then Bursa, Sinanpaşa (Sincanlı) and Bolvadin from 1895 to 1901, with a rise to director of the third grade (3. Müdür) in 1896/97. For 1901 to 1905 the lists have no entry. The last post was in Az Zaydiyah (Zeydiye) in 1905/06, with a rise to director of the second grade (2. Müdür). The farthest post, Az Zaydiyah, lay about 3,550 km from Sofia, and 16 of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
Pay rose from 400 kuruş a month in 1889/90 to a peak of 1,000 in 1905/06, as 2. Müdür in Az Zaydiyah, when 86 per cent of paid officials earned less. After the last annual entry, for 1905/06, the list of 1906/07 (AH 1324) gives the status word Vefat (death).
