Born in Veliko Tarnovo (Tırnova) in 1871/72 (AH 1288), MEHMED YAŞAR EFENDİ came from the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). MEHMED YAŞAR had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).

At about 16, in 1887/88, MEHMED YAŞAR began work in Bilecik, with four unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1904/05, places MEHMED YAŞAR in Afyonkarahisar (Karahisar-ı Sahib) as a communications official (Muhabere Memuru). The last post was in Konya in 1905/06.

The salary never rose above the first in the lists, 200 kuruş a month in 1904/05, as Muhabere Memuru in Afyonkarahisar, when 8 per cent of paid officials earned less. The last annual entry is for 1905/06.
